The younger officer looked disgusted. "Janet Napolitano," he said of his boss, the secretary of homeland security, "doesn't give a shit about the Arctic. We only have one working icebreaker." Standing beside him, Rubin Sheinberg, a small, bald chief naval architect of the Coast Guard, cautioned the younger man to watch his language.
